Main Purpose of the Role :
Regulators are putting increasing scrutiny on outsourcing, third party and intragroup processes.
Outsourcing and vendor management has historically been a small ‘Risk’ to MUFG, but given the increased use of API’s, open data, Cloud, Global outsourcing and Software as a Services (Saas); the increase in Risks are significant (3rd party, country, concentration, data, reg & operational). The upcoming EU Digital Operational Resilience Act (DORA) will have further significant implications for MUFG as an EMEA wide operation. MUFG has, versus peers, a significantly more complex structure to addressing its holistic Third Party approach to: Risk, Resilience, Procurement and Sustainability Management.
A newly created function called “Business Critical Services” is to be created to ensure clear accountability for this range of activities, with the role providing a holistic 2nd line framework owner across Procurement, TPRM, Vendor Corporate sustainability and Global supplier management.
Key Responsibilities:
The Head of BCS role will be responsible for the setup & ongoing management of a new function reporting into the CFO and be responsible for:
Design, deliver and own holistic ‘Business Critical Services’ (BCS) 2nd line framework on behalf of SMF
Define and embed front to back controls requirements to ensure compliance with the BCS remit i.e. Procurement, TPRM, Vendor Corporate sustainability and Global supplier management frameworks
Own the Development of BCS Target Operating model, KPIs, KRIs & EWI including risk appetite in line with Risk appetite
Develop close partnership with SMF24 for Operational Resilience function to ensure a seamless operating model between BCS and Operational Resilience.
Own the relationship & management with BCS outsourced partners (I,e, ChainIQ)
Develop & execute an integration of resources / roles / teams under the new function (BCS)
Responsible for driving standardisation, simplification and a holistic MUFG approach that aligns global with regional frameworks (e.g. Procurement, TPRM & Vendor Sustainability and Global suuplier mgmt.)
Own & manage governance frameworks, in line with SMF requirements, to drive management awares of material risks, issues & impacts to MUFG (internal / external).
Own & management the EMEA Outsourcing & Offshoring forum to ensure all related requirements impact MUFGs regulatory requirements & strategy are aligned and consistent across emea and aligned with global efficiency direction.
Hold 1LoD functions to account under embedded framework via oversight bodies up into board(s).
Own the development and ongoing management of BCS control environment & RCSAs
Develop & lead firmwide awareness and internal speaker services to promoto BCS strategy, framework & risks to mufg (e.g. Kizuna comms, EMC, ECC..etc)
Establishment and ongoing end to end process of BCS functions including clear handshakes with 1st and 2nd line of defence to define and deliver a clear organisation structure defined under policy/procedure and reporting)
Define and set out strategy to align BCS related framework EMEA wide & globally consistent
Owns the implementation of applicable new regulatory changes (e.g. TPRM 2)
Owns applicable external regulatory requests or asks on behalf of SMF(s)
Sequenced plan of activity, including tool identification and resource requirements
Establish & own a regional model in partnership with MBE & Other offices
Responsible for representing BCS mandate requirements to programmes or required internal governance committees / forums
Active member of required Programme Steering Committee and / or Working Group to determine and oversee the ownership, funding and delivery of BCS functional scope requirements
Build and mentor a talented team, motivating them to clearly understand how they deliver the firm’s strategy

Skills and Experience:
Functional / Technical Competencies:
Strong track record of managing complex changes & developing a fit for purpose function with a “hands-on experience” of business subject matter expertise
Experience of Procurement, TPRM within a complex organizational structure, with the ability to demonstrate successful delivery
Strong Leadership and management especially in a matrix organization
Strong track record of BAU controls ownership, delivery and embeding in BAU
Broad knowledge of investment and corporate banking products and services and how they impact or support clients across sectors / regions
Ability to partner and develop consistent regional approaches with global functions/counterparts
Work Experience:
One or more of the following is essential :
15 Years+ banking experience covering Procurement, finance, vendor management
10 years + Business management experience with strong demonstration of leading/managing complex organizational changes
10 years + Project management experience with a proven track record of delivery
Education / Qualifications:
Degree level education in relevant subject (e.g. finance, maths, physics etc.) (Beneficial)
Other beneficial qualifications (e.g. MBA, CFA, etc.) (Beneficial)
