OVERVIEW OF THE DEPARTMENT/SECTION

The Infrastructure department has overall responsibility for the platforms supporting business applications hosted within Europe, Middle East and Africa. Focussed teams within this portfolio manage the day to day health, support and future direction of each specialist area. Specialising in all aspects of this technology, Networks, Firewalls, voice, Active Directory Services, Server, Backup, SQL, Oracle and Linux; the documentation and governance of platform standards; through to the planning of technical direction and strategy.

MAIN PURPOSE OF THE ROLE

The Cloud Technical Delivery Architect is responsible for management and technical delivery on large, strategic, high profile and complex Infrastructure initiatives & projects. The role manages the planning and execution of technical Platform Infrastructure elements across programmes of work and services. You will work in close collaboration with relevant Programme / Project Manager/ Infrastructure L3 Lead for such initiatives. Planning and executions include working with multiple security, IT, Change Management and other leadership / stakeholders and a variety of Architects and Engineering technical SME’s to identify, plan, impact analyse and deliver Platform hosted initiatives.

Deliverables include, but are not limited to:

  • Coordinate technical requirements and manage the technical delivery of Infrastructure initiatives, work streams and projects within agreed scope, cost and timescale

  • providing architecture, design, engineering and implementation support, guidance and direction

  • Ensure the solution design and delivery aligns to strategy, roadmaps, standards, security policies and best practices of the organisation

  • To provide the creation of work breakdown structures (WBS), cost estimation for new pieces of work, technical recommendations, impact assessments, feasibility studies and status reports

KEY RESPONSIBILITIES

In this role, you will be responsible for Platform architecture and technical delivery across MUFG’s banking arm and Securities business under a dual-hat arrangement. Under this arrangement, you will act and make decisions on behalf of both the bank and the securities business, subject to the same remit and level of authority, and irrespective of the entity which employs you. Key responsibilities include, but not limited to:

  • To provide specialized technical guidance, establish technical delivery goals and set reasonable delivery timeframes

  • Interpret Platform relevant regulatory, requirements and security, design and technical best practices and translate these to business aligned Platform Infrastructure programme requirements

  • Provides SME technical escalation for core Platform technologies

  • Responsible for the definition, documentation and safe technical execution of projects and Infrastructure workstreams, working closely with the allocated Programme / Project Manager / Level 3. Actively participating in all phases of workstreams and project

  • Provides technical expertise to ensure that requirements and quality plans are prepared and maintained and tracked accordingly

  • Analyse accuracy of technical demands, work in progress, take action to ensure targets are met within safety and quality procedures, including hand-over to business where appropriate

  • Work with Level 3 to define strategies and plans, ensuring plans are aligned to the strategic goals of both the business and Technology

  • Provide effective investigation and technical resolutions for any issues that may occur as part of various initiatives, work steams and project lifecycle

  • Investigate potential and actual service problems that arise from implementation and recommend solutions. Follows formal procedures to plan and test proposed solutions

  • Manage the Platform technical delivery of initiatives, projects and workstreams within the agreed technical scope, cost and timescale across Bank and Securities

WORK EXPERIENCE

Essential:

  • Highly skilled architect / engineer with a comprehensive background in Platform and related technologies

  • Strong Infrastructure delivery background with evidence of successful technical delivery across multiple workstreams within the Platform Infrastructure space

  • Experience in managing the technical delivery for multiple workstreams with broad scope, ambiguity, and high degree of difficulty

  • Possessing high level of analytical ability where problems are typically unusual and difficult

  • Ability to maintain a working knowledge of Platform principles and elements

  • Demonstrable experience of senior stakeholder management and relevant management reporting

  • Ability to coach team members and stakeholders through technical knowledge transfer and constructive feedback to address issues ranging from maintenance and Platform Infrastructure performance to high visibility issues impacting manage users

  • Experience in working in a high-pressure environment to deliver first class services

  • Familiar with the specific standards associated with an IT practitioner’s current role: e.g. Health and safety standards; change management; incident management and problem management standards; and common service focused frameworks such as ITIL

SKILLS AND EXPERIENCE

Functional / Technical Competencies:

Essential

  • Experience in leading technical and non-technical SMEs

  • Understanding of various Platform Engineering frameworks

  • Wide range of Cloud Infrastructure technical skills to be able to bring together technical team in the production of a clear, achievable, cost-effective and supportable design

  • Must be able to represent the Infrastructure with credibility whilst guiding on the best technical solutions, tailoring business requirements to meet best practice and our technical standards

  • Experience in project and development methodologies

  • Experience planning and prioritising multiple work streams in response to rapidly developing and changing portfolios

  • Planning own work and the work of others (including third parties) to ensure delivery to time and cost

  • Can create agreed technical plans for others to follow, documenting actions required for simple to complex problems, confirms correct functionality, supervising another SME’s where required

  • Turning business problems into optimal technical designs, aligning user needs with systems requirements and organisational goals

  • Experience of supplier and third-party risk management

  • Solid analytical/problem-solving skills with capability to identify solutions to unusual and complex problems

  • Experience leading Platform projects and workstreams

  • Experience with complex Platform environments with advanced trouble shooting

  • Experience of designing and implementing solutions using the following:

  • AWX / Ansible Tower

  • Git, Ansible, Terraform, SDA and TeamCity

  • Windows and Linux OS

  • Nutanix HCI and VMWare ESX

  • Active Directory, LDAP and Kerberos

  • Scripting and programming languages such as PowerShell, Python, Bash and C#

  • Kubernetes and Docker

  • Cloud - IaaS, PaaS and SaaS offerings across Azure, AWS, GCP and Oracle

  • “Infrastructure as Code” Principles and practices

  • “Continuous Integration (CI) and Continuous Development (CD)” Principles and practices

  • Agile, Site Reliability Engineering (SRE) and DevOps Principles and practices

  • Fluent in Backup and Recovery processes and procedures

  • Advanced knowledge of Clustering, High-Availability, Replication and Disaster Recovery techniques

  • Ability to tune Network, Storage, Server and Virtualisation layers for optimal performance and reliability

  • Excellent Performance Tuning skills, in-depth knowledge of system internals

  • Ability to interpret and implement CIS security hardening recommendations in a controlled manner

  • Acute awareness of Security and Auditing requirements in a regulated environment

Education / Qualifications:

Essential:

  • Degree educated and / or recent technology focused experience and qualifications such as xxx

  • Excellent general knowledge of IT Infrastructure (hardware, software, database, networking and cloud technologies)

Beneficial:

An ITIL qualification preferably Foundation at version 3 or above

PERFORMANCE AND DUTIES

The role holder will be assessed in accordance with their employing entity’s performance framework and process with relevant input obtained from the dual hatting entity as relevant.

As duties and responsibilities change, the job description will be reviewed and emended in consultation with the role holder. The role holder will carry out other duties as are within the scope, spirit and purpose of the role as requested by their line manager or Department Head.

MANAGING CONFLICTS OF INTEREST

The role holder will have responsibilities for both MUFG Bank and MUFG Securities EMEA plc.

The role holder will be required to perform their duties and responsibilities on an entity neutral basis, without favour.

The role holder is required to follow regulatory requirements applicable to ensure each business is appropriately supported and to maintain the legal entity integrity of each of MUFG Bank and MUS.

Working terms are dictated by functional mandates, the terms of the Dual-Hat Arrangement Agreement in place between MUFG Bank and MUFG Securities EMEA plc and any other relevant agreements entered into between MUFG Bank and MUFG Securities EMEA plc.

The role holder will have responsibility for identifying and resolving where there may be a difference or conflict in needs between MUFG Bank and MUFG Securities EMEA plc, escalating to their manager where required.
