The Head of Finance and General Affairs is a senior member of the management team responsible for managing the financial risks of MUFG Bank Paris Branch.

The Head of Finance and General Affairs leads and directs the development of the Accounting and General Affairs Department, taking into consideration relevant rules and regulations both internal and external. This should be undertaken within the framework of the MUFG Governance model and supportive of the achievement of the Bank's strategic objectives.

The function will have primary day-to-day responsibility for planning, implementing, managing and controlling all financial-related activities of the Bank. This will include direct responsibility for accounting, finance, forecasting, financial planning, budgeting, taxation, property, vendor management and General Affairs.

As a key member of the senior management team, the Head of Finance and General Affairs will report to the General Manager of the MUFG Bank Paris Branch or in his/her absence to the Deputy General Manager, and will assume a strategic role in the overall management of MUFG Bank Paris Branch.

The position has a functional line to EMEA Finance (London) as part of the MUFG governance framework.

Accounting / Reporting

  • Management of financial accounting, internal control and reporting under French GAAP, JGAAP and USGAAP for MUFG Bank Paris Branch.

  • Ensuring accurate and timely submission of financial information to external supervisors and regulatory reporting submissions to the Banque de France, ACPR, FGDR and other regulators and to Tokyo HO for Finance/accounting reportable requirements.

  • Business owner and management of the MUFG Bank Paris Branch Finance EUCs (end user computing applications) and Systems architecture to support requirements of the Finance function.

  • Acting as key contact with EMEA Finance team, EU Finance team and Tokyo Financial Accounting Office.

  • Providing support to EMEA Finance team, EU Finance team and Tokyo Financial Accounting Office for all Finance matters related to MUFG Bank Paris Branch.

  • In conjunction with the EMEA Finance team, provision of Accounting policy and guidance to business units under IFRS, JGAAP and USGAAP including liaison with Tokyo Financial Accounting Office where required.

  • Primary management of relationship with the relevant regulators for MUFG Bank Paris Branch reporting requirements, external auditors and industry groups for Finance and Administrative issues including overseeing the closure of audit findings and management letter points.

  • Financial Planning

  • Financial planning and managerial reporting for MUFG Bank Paris Branch, including negotiation of budgets and forecasts and monitoring of performance against them.

  • Provide analysis and MI on KPIs to support business level tracking of customer segment performance.

  • Work with MUFG Bank Paris Branch management and global stakeholders to determine an appropriate MUFG Bank strategy and adapt as necessary so as to align to the Bank’s strategic business needs

  • Tax Management

  • Management of Transfer Pricing Documentation, Direct and Indirect Tax compliance, planning and business advisory for MUFG Bank Paris Branch including primary relationship with French tax authorities and the bank’s tax advisors.

  • With the support of Tax advisors and industry groups, monitor the tax changes that impact MUFG.

  • Providing support to, liaison and oversight of MUFG Bank Paris Branch for tax risks and issues in conjunction with EMEA Finance and Tokyo Financial Accounting Office so as to consider global tax planning and impact.

  • Vendor management / Procurement

  • Manage the relationships with key suppliers.

  • Ensure a sound vendor management is applied.

  • Facilities / Workplace Management

  • Ensure the laws and regulation are applied.

  • Support and advise the team on any issues related to BAU activity.

  • Manage the facilities related projects.

  • Department Management

  • Act as key contact for all Finance related projects (local or global) impacting MUFG Bank Paris Branch.

  • To periodically review the efficiencies of procedures, departmental workflows, IT automation, resource allocation and control aspects and to adapt to and identify changes and errors in systems, processes and working practices in order to achieve operational improvement.

  • Accountable for the effective management of the team’s performance, ensuring they comply with the organisation’s governance policies and procedures.

  • Ensure all team members are clear on what is expected and how they are performing against KPIs and ensure that they are appropriately trained, deployed, counselled and motivated so that their individual and collective performance meets the current and future needs of the business.

  • Actively coaching, developing and appraising staff in business areas where required.

  • Consultation and others

  • Participating in internal and/or external consultation platforms (either on an ad hoc or permanent basis) regarding Finance and General Affairs, in particular

  • Paris Branch Management Meeting

  • Operations Control Committee

  • Credit Committee

  • Steering Committees for projects

  • Close cooperation with EMEA Finance, EU Finance, EMEA Tech, EMEA Operations and other divisions as required.
