Job Description:

Responsible for leading TBA risk and control self-assessment (RCSA) program by developing and executing a comprehensive program governance and reporting framework to include program development, execution, reporting and monitoring, and partnering with SMEs in evidencing a strong risk and control framework. Accountable for governing the end-to-end execution of TBA RCSA program in accordance with the Playbook standards, using industry guidelines. S/he will manage foundational elements, such as process/swim lane inventory, risk taxonomy and control inventory, as well as program enhancements, such as standing up QA/QC routines; periodic program level reporting; education and training, etc. In addition, design and execute a comprehensive TBA Control Inventory Governance process including a full re-write of the current TBA Control Inventory and documentation of non-RCSA controls.

Major Responsibilities:

  • Dissecting and re-designing the complex TBA RCSA current state to ensure strong, clear process documentation including risk and controls.

  • Develop, execute, and enhance TBA RCSA program to mature the existing approach and create a strong governance program for TBA.

  • Lead RCSA refresh project plans and ensure timely RCSA refresh and response to ORM review and challenge.

  • Lead RCSA workshops, ensure quality feedback is provided by the business and process owners, ensure TBA process flows are in compliance with enterprise requirements and reflect, in addition to process steps, system inventory, third party dependencies, applicable laws, rules and regulations and other key components of the process.

  • Design a new TBA Control Inventory Governance Process.

  • Lead an effort across TBA to re-write existing controls and enhance control inventory with new controls.

  • Manage stakeholders, deliverables, and deadlines, and influence across the organization, without authority.

  • Develop training for TBA stakeholders to enhance awareness and understanding of risk identification process and RCSA program requirements.

  • Ensure end-to-end comprehensive risk identification, including the input from other governance routines, such as Products and Services, Issue Management, Control testing etc., incorporate in RCSA to enhance the quality of existing/new assessments.

  • Establish risk and control program procedures, metrics and standards when needed.

  • Develop and execute QA/QC routines over programs assigned.

  • Provide credible challenge to business SMEs, be able to engage and challenge Second Line stakeholders, where applicable.

  • Develop strategies to improve governance routines related to TBA RCSA’s.

Knowledge, Skills, Abilities:

  • Thorough knowledge of the banking industry and treasury service processes and products. Ideally, 10+ years of Risk Management and RCSA experience in a large multinational with a mature enterprise risk management program.

  • Understanding of risk management and how regulatory and policy requirements impact processes and products.

  • Understanding of risk management governance programs and ability to execute within framework.

  • Strong leadership presence to influence senior leaders who are accountable for executing processes and controls governed by risk programs.

  • Strong work ethic, ability to make decisions & work under tight deadlines.

  • Strong interpersonal skills and ability to influence at all levels including outside of her/his reporting lines

  • Articulate and highly effective communicator

  • Demonstrated success in applying risk management to support business/strategy

  • Ability to work under pressure, in sometimes ambiguous circumstances, e.g., organizational change

  • Consistent demonstrations of tact, discretion, and good judgment.

  • Achievement oriented and takes initiative.

  • Ability to identify, document and monitor controls.

  • Strong knowledge of the inherent risk in the business.

  • Deep risk assessment experience and successful RCSA Execution.

  • Familiarity with US regulations.

  • Ability to review information and solve problems quickly

  • Well organized, disciplined planner and implementer with sound strategic judgment, thinking and vision.
