Capital Markets Operations - Settlement Operations Manager, Vice President

Job Summary

The Operations Manager, Securities and Funding is responsible for oversight of the day to day Department activities in accordance with established bank policy, processes and procedures. The unit provides support to multiple customers both internal and external of the Bank. The business groups include the Bank Corporate Treasury (Investment Portfolio, Funding Desk, Liquidity Desk), Institutional Sales and Fixed Income Trading, and Global Markets Division. Products supported include Fixed Income Securities, Fed Funds, Repos/Rev Repo, Commercial Paper, Certificates of Deposit, Collateral Management and Safekeeping. The manager is responsible for leading, handling and coordinating cross organizational support, risk management, compliance, new product, controls and service level agreements. Requires collaboration with business line management, Corporate Treasury, G Global Markets Division, Trading Operations, Credit, Risk Management, Technology, Regulatory Compliance and Business Unit Controllers to achieve group goals while maintaining a control framework that provides efficient and sound management of settlement of traded products. High dollar value transactions are commonly handled by the department. Processes managed have a significant impact on attainment of the Groups goals due to the complexity of the instruments processed, time sensitivity, regulatory scrutiny and the potential to impact the Bank's customer base. Under broad management direction, incumbent makes decisions, based not only on established procedures and policies, but also on the results of independent research and analysis of critical factors.


  • Utilizes a broad range of knowledge of industry specific rules and conventions to develop and implement procedures designed to ensure timely processing, control of risk elements, and efficiency in operations. Periodically reviews procedures and makes recommendations for modifications to increase effectiveness of critical control elements while meeting Bank Standards and Regulatory rules.

  • Provides guidance and acts as liaison between the Corporate Treasury, Investment and Sales teams, and other internal business units within the bank, depositories, issuing and paying agents and customers while exhibiting positive attitude towards servicing goals. This will include providing guidance on complex trade and settlement activities while ensuring high quality and cost effective support is provided to the supported businesses. Review and approve large value settlements in excess of supervisor approval levels.

  • Assist in the planning and implementation of major projects, system enhancements, new product roll outs, programming changes and enhancements and organizational restructuring. Provides input for enhancements to existing systems and is integrally involved in the selection and implementation of new system applications.

  • Acquires, develops, and retains qualified staff, both supervisory and clerical, to support the wide variety of processes conducted in the unit. Develops and oversees training programs to ensure staff members are equipped to deliver accurate and efficient processing support. Provides feedback, guidance and training as needed. Expected to contribute to the annual budget creation and to meet or exceed the budget objectives established during that process. Establish and utilize proper management operating report tools that demonstrate the unit’s efficiency and staffing needs. These tools are to be used as the basis of structural or resource changes in the department as well as a communication tool with senior Ops management and business partners. Act as deputy for the division in absence of division head.

  • Risk management: Actively involved in creating a controlled environment conscious of the risk inherent in the business. Oversee management reports which highlight current business metrics and operational risk to senior management while building sound procedures and processes to mitigate those risks.


  • Strong leadership with the ability to communicate effectively with all levels of personnel, including Traders, Auditors, and Senior Management.

  • Must be able to multi task efficiently and perform well under strict deadlines.

  • Strong analytical and organizational skills

  • Strong PC skills with the aptitude to learn new systems quickly.

  • Knowledge of MS office suite of applications Knowledge of InTrader, DTCC and FedLine systems is desirable

  • Proven problem solving, project management, negotiation and facilitation skills. Ability to understand and effectively apply the Bank policies and procedures

  • Solid understanding off Fixed Income security lifecycle, trade execution, settlement, pricing, P&I receipt.

  • Understanding of Issuing and Paying Agent (IPA) lifecycle for funding products and structured CDs.

  • Typically requires College degree in business related area as well as 5-7 years in Banking/Financial Services
